Blur is a minor illusion spell that causes the target's appearance to be
blurred temporarily. If you are in the same room as someone whose
appearance is blurred and you are not affected by true sight, they will show
up as 'a blurry figure' in the room. Monsters and players will have a 5%
chance to miss a blurred target in combat.
